Skill evaluation

Evaluate routing fixtures and showcase behavior.

Evaluations/skill-routing.json contains positive and negative routing cases for all catalog skills plus framework boundaries. The fixtures describe expectations; they do not guarantee automatic activation in every host.

Run ./Scripts/validate-skill-evaluations.py for structural and coverage checks. Use $expo-skill-eval when evaluating generated output and runtime rendering; keep feedback reports manual and user-filed, with no automatic send.
